On 4th December 2024, on behalf of the Financial Intelligence Unit (FIU) Director Jonathan Groom, FIU representative Ian McDonald signed a Memorandum of Understanding with Igor Cherkaskyi, Head of State Monitoring Service of Ukraine. The signing took place in Strasburg, at a Council of Europe meeting, where both men agreed that the signing of the MoU demonstrates the strengthen of cooperation and commitment from both parties in combatting financial crime, including money laundering (ML), terrorist financing (TF) and proliferation financing (PF).

Jonathan Groom commented:

"We are delighted to be able to colaborate with our partners from Ukraine to tackle the global fight on terrorist financing by working in partnership with them and others and by sharing of information which leads to the confiscation of assets which are linked to ML, TF and PF. As a well recognised international finance centre (IFC), our responsibility in partnership with other competent authorities, is to safeguard Jersey's reputation as a well regulated jurisdiction, whilst contributing to the global fight on terrorism."
